Hi Lori Bownds,
Thank you for reaching out to Microsoft Q&A and I’m really sorry to hear that you’re having trouble installing Windows 11 version 24H2. I understand how frustrating it can be when your device reports it's “not ready,” especially when you're trying to follow trusted advice like running the Background Intelligent Transfer Service (BITS) troubleshooter.
Microsoft has recently changed how troubleshooters work, and the classic BITS troubleshooter may not launch as expected. To better understand the issue, could you please let me know which error code appears when the update fails? This will help us pinpoint the cause and offer more specific guidance.
In the meantime, here’s a detailed guide to help you move forward:
Step 1: Try Running the BITS Troubleshooter via Settings
- Press
Windows + Ito open Settings. - Go to System > Troubleshoot > Other troubleshooters.
- Scroll down to Background Intelligent Transfer Service and click Run.
- This should launch the Get Help app, which replaces the older MSDT-based troubleshooters.
If it doesn’t launch, continue with the next step.
Step 2: Launch Troubleshooter Manually
- Press
Windows + Sand type:Find and fix problems with background downloads - Click the result and follow the on-screen instructions.
If this still doesn’t work, the troubleshooter may be deprecated or blocked by system settings.
Step 3: Start BITS Manually
- Press
Windows + R, typeservices.msc, and press Enter. - In the Services window, find Background Intelligent Transfer Service.
- Right-click it and choose Start or Restart.
- Make sure Startup type is set to Automatic (Delayed Start).
Step 4: Check Dependent Services
BITS relies on several other services. In the same services.msc window, ensure these are running:
- Remote Procedure Call (RPC)
- DCOM Server Process Launcher
- COM+ Event System
- Windows Management Instrumentation
Right-click each one and choose Start if they’re not already running.
Step 5: Run System File Checker
- Open Command Prompt as Administrator.
- Run the following commands one at a time:
sfc /scannow DISM /Online /Cleanup-Image /RestoreHealth
These will scan and repair any corrupted system files that might be blocking the troubleshooter or update.
If none of the above steps work, I highly recommend performing an in-place upgrade of Windows. This process reinstalls Windows while keeping your files, apps, and settings intact.
- Download the latest Windows 11 ISO from Microsoft.
- Mount the ISO and run
setup.exe. - Choose Keep personal files and apps to perform an in-place upgrade.
*Disclaimer: Let’s try performing an in-place install or in-place upgrade which will refresh your Windows files and operating system without removing files or applications. That being said, we always recommend that if you have important data, you should back it up before making large system changes. If you want to back up your data first, please do so. Once you are done backing up, you can follow the steps in the following guides:

Please keep me posted on how it goes, and feel free to reach out if you need any further assistance. I'm here to help.
