As AndyDavid said, if you want to login to Exchange online OWA(https://outlook.office365.com), you need have Exchange online license first. If the suggestion below helps, please be free to accept it as answer for helping more people.

I have the same issue.

The problem for me is not a licensing issue, despite it thinking so and reporting errors as such.

I have 3 different accounts and microsoft authentication is the worst system I have ever used.

Despite me being logged into my account on microsoft.com and elsewhere, teams and office365 keep switching to my default account I use for windows login.
This means that it wont let me switch profiles and the default profile is the one being checked.

I have the same issue with

office
outlook
office365
teams
sharepoint
visualstudio marketplace
azure
xbox app for windows including my xbox ultimate pass

I need to reflect very hard on why I even use Microsoft products. it may be time to switch everything.

A complete shambles. Microsoft profile auithentication switching is buggy and unnecessarily tied to your windows box.

It needs an Exchange License and mailbox:
UserHasNoMailboxAndNoLicenseAssignedError

Check with your admin if you dont have access

Hi,
Many times the same thing happens to me, then I solve this problem in this way. You can also use these steps to resolve your issue manually:

  1. Reset Outlook settings.

  2. Verify the credential settings.

  3. Remove the cached keys.

  4. Allow Remember password.

  5. Install the latest update for Outlook.

  6. You can also generate a new Outlook profile.

  7. If there is a need to be any update then go with it.

I hope some of these solutions will correct your error.

If like me, you have multiple Azure Active Directory accounts that you have to switch between, I expect Microsoft has decided to cached the credentials of an account that doesn't have an Office 365 / Exchange license and is trying to automatically sign you in. I am not sure where this information is cached as clearing cookies in Chrome doesn't help, however, going incognito does.

The way to force outlook.microsoft.com to use the correct credentials:

  1. Navigate to www.office.com (You'll most likely be logged in as the offending user that doesn't have a mailbox license).

  2. At the top right of the browser window, click the "Account Manager" icon. (Normally, it uses the initials of your first and surname. For me TR).

  3. Make a note of the account that you are signed in as.

  4. Click Sign out. It may show several accounts. Click the one you noted in the above step.

  5. You should see a big black box (to the left) with the option Switch to a different account, below a red "Sign in" button.

  6. Enter your UPN (email address) of the account that does have an Exchange license and click Sign in.

  7. Complete any MFA challenge that you may have.

  8. Click the OWA "app" (left-hand tool bar).

  9. Microsoft may ask you to choose an account - click the UPN with the Exchange license.

  10. You should be able to close the browser and next time you navigate directly to outlook.microsoft.com, you won't get the UserHasNoMailboxAndNoLicenseAssignedError Error.


What should happen, and happens for most of Microsoft's cloud applications is the user gets a prompt to choose which account they'd like to use. Microsoft clearly have a bug or haven't implemented this feature for when a user navigates directly to outlook.microsoft.com.

I just solved exactly the same issue. Let's go a bit backward, this issue was raised after I recovered a user from deletion. I missed out to assign any of the available licenses to that user hence this issue has appeared. So, I went to the admin center, found the user, and make sure that at least one license must be assigned to that user. As for me, it was just for testing purposes I was assigned Microsoft Power Automate Free license to my user. nevertheless, you probably need also to clean your browser cash in order to be all set!
