HFSS Application crashes due to ucrtbase.dll

I did all the steps in https://learn.microsoft.com/en-us/answers/questions/3850215/application-crashes-due-to-ucrtbase-dll
and then did a clean OS install, and reinstalled all my required software and it was working but it seems that after I installed Visual studio code, the problem is back.
