In the meantime, please try to run your account in Safe Mode to determine whether one of your add-ins responsible for Outlook's connection issues. You can do so by Hold down the CTRL key and double-click the Outlook shortcut. Then, click Yes to open Outlook in safe mode and verify if you're able to run it.
