How to force a hacker to log out after all security changes

I have been hacked and done all the relevant security changes but it appears a hacker is still logged in, what do I do?

    This doesn’t work, they have created a rule and keep sending draft emails etc. I have. 2 step verification, forced sign out, passwordless, alias email, authentication app.
