Sending emails from Outlook to OneNote through apps functions is not working

Yesterday the function that I use in Outlook to send an email directly to a OneNote notebook section stopped working. I receive the following message:

We're sorry. We couldn't create your page. Please try again later. Details

Error: Cannot save this item to a shared notebook due to sensitivity label restrictions. Please save it to personal notebook.

Date: 2025-10-03T11:22:09.626ZSession ID: PII removed.

I reached out to my companies helpdesk IT and received the following response

After a bit of research it looks as though Microsoft did something in their security or updates that may have broke this feature. We dont have any policies set in place that would effect the ability to use that feature. So unfortunately there isn't much we can do as far as that goes

Could this have occurred from MS end? The email workaround doesn't seem to work

Update (10/8): A fix has been deployed to the service for this issue. Affected users should start seeing it being resolved for them in the next 24-48 hours.

10/7: This is a known issue and Microsoft is working to further investigate it for a possible fix.

Users can't send email or calendar events to OneNote through the "Send to OneNote" add-in in any Outlook client

When users attempt to save an email or calendar event, they receive a message that states, "Error: Cannot save this item to a shared notebook due to sensitivity label restrictions. Please save it to personal notebook."

Current status: Our review of the collected failing request IDs and service logs has determined that this issue may be related to a recent change which enables stricter compliance regulations. We’re further analyzing this change to confirm our suspicions into the underlying cause of impact which will help guide our troubleshooting steps.

    First, thank you for your feedback on my earlier response, I truly appreciate it. It helps me improve how I support the community, and I’m sorry the initial suggestion didn’t help in your case. 

    To everyone following this thread: I want to acknowledge the many confirmations and detailed reports you've shared. It’s clear that this issue is affecting a wide range of users, and I’ve been actively monitoring it since the first reports came in. 

    Based on what’s been shared here and elsewhere, it’s clear that the “Send to OneNote” function is currently broken in New Outlook and Outlook on the Web, while Classic Outlook still works for most users. This distinction is important, and I appreciate those of you who helped clarify it. 

    As of now, Microsoft has not officially acknowledged this as an incident, nor confirmed whether a fix is planned. I know that’s disappointing, especially given how many people are affected. 

    To help Microsoft recognize and prioritize this issue, I strongly encourage you to submit feedback via the Microsoft Feedback Portal. If someone has already posted about this issue, please vote it up and add your experience in the comments. The more voices we raise, the more likely it is that this will be investigated and addressed.

    Additionally, if you are an admin or have access to your organization’s Microsoft 365 Admin Center, please consider reporting the issue directly from there. This allows Microsoft to track the problem at the tenant level and may help escalate it faster.

    As of 08Oct2025 the "Send to OneNote" function is working again. I hope if there was a fix or gremlins have moved on, that the issue is resolved for others as well.

    There are many solutions for email, calendar, notes, tasks, etc. available to users, and individually many of these are better than the MS solution. The strength of Office is the ability to move/generate items from one app to another.

    PS after I wrote this note I saw the post that a solution was enacted. Kudos MS

    Cant' t even report the problem in admin center. I receive an error everytime I try to make a report! LOL !!!

    Based on the error message: 

    "Cannot save this item to a shared notebook due to sensitivity label restrictions. Please save it to personal notebook." 

    This behavior is related to Microsoft Purview Sensitivity Labels, which are part of Microsoft 365’s data protection and compliance framework. These labels can restrict where content is saved, especially when encryption or access limitations are applied. 

    When a sensitivity label is applied to an email or notebook, it may prevent saving to shared locations such as OneNote notebooks stored in OneDrive or SharePoint. This is a known issue and can occur even if your organization hasn’t explicitly configured restrictive policies.  

    Microsoft has recently updated how Send to OneNote works in Outlook, and the new integration respects sensitivity label restrictions more strictly than before.  

     

    You can try these recommended Workarounds 

    1. Save to a Personal Notebook 

    • As the error suggests, try saving the email to a personal notebook (not shared via OneDrive or SharePoint). 
    • This avoids label-based restrictions that apply to shared content. 

    2. Use the New “Send to OneNote” Add-in 

    • Open the email in Outlook. 
    • Click the Apps icon (top-right). 
    • Select OneNote, choose a notebook and section, then click Save.

    3. Check Sensitivity Label Settings 

    • If available, click the Sensitivity button in Outlook to view or change the label. 
    • You may need to remove or downgrade the label to allow saving to shared notebooks. 

     

    I understand how disruptive this can be, especially when the feature worked previously. Microsoft’s evolving security features aim to protect data, but they can sometimes interfere with daily workflows. 

    If this issue is affecting your workflow, we recommend submitting feedback directly to Microsoft. Here's a suggested message: 

    Title: Outlook to OneNote integration blocked by sensitivity label  Description: The “Send to OneNote” feature in Outlook fails with the error: “Cannot save this item to a shared notebook due to sensitivity label restrictions.” This issue began recently and affects productivity. Please provide an option to override or customize label behavior for trusted users.
