Admin privileges and installing apps Windows 11

So, first off I work third shift so not always able to check here quickly. I have been having trouble with installing apps and accessing certain folders. I used CMD to remove all other users, thus making mine Admin. but another admin comes back and I'll explain. At first I had Jeff, Jeffrey, Jeffrey Painter, and beetl as users and when I used all directions found online to see if "Jeff" is admin, it says yes until I use CMD and net users. Then is shows beetl as admin and me as guest. beetl is the beginning of my microsoft email but still doesnt allow me to do installs and such. I tried deleting beetl user and when I exited CMD and came back in as Admin, beetl returns as Admin. The other two Jeffs did not. When I try to add myself to add Jeff in localgroup adminstrators in CMD, I get already in the group. When I do the delete beetl for the same localgroup, it says error. I am assuming do the best I can to get all the personal info off the PC and reinstall Windows 11? I am ok with doing some PC stuff but not a hacker so if you have advice and items to try, please ne thorough in describing. Thank you for all your time in reading this.

    Click your Start button, then just type netplwiz and press Enter.

    Does that utility open or are you blocked by an Administrator popup?

    If that utility opens, please provide a screenshot of that utility and if your Email appears in the screenshot, please hide it.
