Public update app on MS Store

I have an app that was uploaded to the store. I created an update, it passed the verification step, and is now in the “waiting for public release” status. However, even though I didn’t click the “Public Now” button, the update was still published to users on October 8th. Could you please help me find out what the issue might be?
