Thanks for the screenshot. The error CannotResolveExternalDirectoryOrganizationIdException in OWA means the tenant does not have Exchange Online available for that user yet. The fix is to give the user an Exchange Online license so a mailbox is created, then sign in again.
Sign in to Microsoft Admin Center with a Global admin. Open Users > Active users. Select the user you created. Open Licenses and apps, then assign any plan that includes Exchange Online such as Microsoft 365 Business Basic or Standard, Office 365 E3, Microsoft 365 E3 or E5, or Exchange Online Plan 1 or 2. Save.
Back on the user page, look for the Mailbox section and confirm it shows as active. Now open a private browser window and go to https://outlook.office.com and sign in with that user.
If your tenant does not have any Microsoft 365 or Exchange Online subscription yet, start a trial in the Microsoft 365 admin center first and then assign it to the user.
