Here's what didn't work:

  • resetting network adapter
  • disabling "Client for Microsoft Networks" in adapter properties
  • resetting TCP/IPv4 and TCP/IPv6 DNS settings in adapter properties
  • running Windows Store Apps troubleshooter
  • running WSReset.exe
  • resetting Microsoft Store via Settings app
  • toggling "Automatically detect settings" on in proxy settings
  • reinstalling network adapters
  • flushing DNS:
  • refreshing NetBIOS name
  • Make sure these services are running and set to Automatic: Microsoft Account Sign-in Assistant, Credential Manager, Network List Service, Workstation, Windows Update, IP Helper
  • Update Windows and reinstall network drivers

    Hello,

Good work on getting the headstart on the troubleshooting, that’s most everything done.

I looked up the error code and had several results of other forumposters having issues with third party antivirus programs, do you have any that you installed manually? You might want to disable those while you’re trying to login with your Microsoft account.

You also mentioned that the credential manager service is running, I’d like you to open credential manager itself and remove all accounts in there, open the start menu, search credentials manager, and delete any data in there, do note that this will cause you to have to login all over again as this deletes the data windows performs auto-logins with.

    Hope this helps,

    JC

Welcome : As an addition to the posted answer. Here're a few extra troubleshoots

to try on. Reading what have, being tried to fix the issue. Don't see you, have applied

the Network reset. Run that and also disable any, enabled VPN or proxy.

Run again, some of the commands. This video, show how to Do that. Noticed the code -RR and "netsh winsock reset" isn't mentioned in those, who you run. So, try the above fixes
