Microsoft does not offer any paid or manual service to recover permanently deleted Outlook.com or Hotmail emails. Recovery depends entirely on server retention limits. When you delete items from the Deleted Items folder, Outlook.com attempts an automated recovery for a limited time (typically up to 30 days). Anything older is permanently purged from Microsoft’s servers and cannot be retrieved by any method, paid or otherwise.

Try this:

1. Go to https://outlook.live.com/mail.
2. Open your Deleted Items folder.
3. At the top, select “Recover items deleted from this folder.”
4. Wait for the list to populate and select all items you want restored.

That’s the only supported way to recover deleted mail on Outlook.com.
