Problems receiving email with attachments

I am having a problem receiving emails with attachments. This has been an ongoing issue but I have been mostly able to work around it. A vender sent me an email (4) times with gift certificates attached.

So they are stuck out there somewhere but I am not receiving them. They are not in my junk folder nor are they in the deleted folder or my inbox

Is the sender receiving a bounce message?

Do you know if they are pdf? Users have reported problems sending and receiving pdf files because they get identified as possibly being infected with a virus or phishing (even though they are not)
