Once Microsoft verifies that you are an education institution that is eligible for the subscription, the school/college/university will be provided with the education subscription. Your IT team will then set up the tenant on Azure and add the email domains used to it.
Once this has been done, any student at university should be able to sign up for the Azure Students subscription using their email address for university to verify they are a student.
