how do i fix an issue of having to restart after boot up to enable my laptop keyboard. This happened after installing updates lately

My issue has worsen it now affects the virtual keyboard that i was using for a work around. After several restarts on win 11 25H2 OS Build 26200.7019 it works
The October updated had a bug in it that caused the keyboard to not work in the recovery environment, Microsoft then released an out of band update to resolve the bug and some people have reported that update caused problems with the keyboard on Windows startup, open the Settings App, then go to Windows Updates - Update History, what is the last KB update installed, is it KB5070773
I have win 11 25H2 OS Build 26200.7019 I see the update on Microsoft catalog but the OS build is 26200.6901 is that an issue?
2025-10 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 24H2 for x64 (KB5066131) i noticed all my updates are 24H2 and i have the box checked for latest updates as soon as available
