When using built-in administrator accounts, there may be restrictions that prevent the setup of Windows Hello. This is often due to security policies that are applied to these accounts, which can limit certain functionalities, including biometric authentication and PIN setup. Additionally, Windows Hello requires that the user account is configured properly and may not function as expected with built-in administrator accounts due to these security settings.

If you are encountering issues, it is recommended to check the account settings and ensure that the built-in administrator account meets the requirements for Windows Hello, or consider using a standard user account for setting it up.

Hello, thank you for reaching out to Microsoft Q&A.

May I please know if you're talking about the Hidden Built-in Elevated Administrator Account here? (net user Administrator password /active:yes)

If the answer is "Yes", you cannot enable Windows Hello PIN for this Administrator account.

If your Windows Hello PIN is affected on all the accounts you use to sign in to your computer, we can try some troubleshooting steps to fix it.
