Recover my email and password with no recovery email or phone number available

about 8 months ago i got into a rehab center and stop using all my accounts, email social media etc, and i lost my phone number and also the recovery email i used on the email i want to recover (******@outlook.com), i got my id and any information you might need to be able to prove its mine, can you help me with this
