iPhone won’t fully connect to Phone Link and i've tried everything!

Hi there,

I’ve been trying for months to connect my iPhone to Phone Link, but the Bluetooth pairing always fails no matter what I do. I’ve followed every official repair step multiple times, and while notifications sync correctly, calls and messages never connect.

System details:

Phone Link version: 1.25101.25.0

Windows version: 11 (24H2), KB5070773 (26100.6901)

  • iPhone 13 Pro Max: iOS 26.0.1

Bluetooth adapter: TP-Link UB5A Bluetooth 5.3 (latest drivers from TP-Link’s website)

When I start the connection process with the QR code, everything looks normal. The pairing codes appear and match on both devices, I hit Pair on each, and the process continues. However, it always stops with the same message:

“Unable to complete Bluetooth pairing. Complete these steps to get your devices into a fresh state…”

I’ve followed those steps exactly (removing and re-adding devices, toggling Bluetooth, etc.), but it still fails.

This is what I’ve tried:

Removed both devices from each other’s Bluetooth lists multiple times.

Turned Bluetooth off/on on both devices (including waiting periods).

Uninstalled and reinstalled Bluetooth drivers for my TP-Link UB5A adapter.

  • Removed the iPhone from Device Manager one time and another time I removed them via Control Panel > Devices & Printers.

Disabled Personal Hotspot on my iPhone.

  • Reset the Phone Link app via Settings > System > System Components > Phone Link > Advanced Options > Reset.
  • Tried pairing again after restarting the PC and iPhone.

Each time I connect, two devices appear on my PC:

  1. My iPhone, showing its name and battery percentage by the drop down arrow.

Another device simply called “iPhone” that tries to connect via PAN.

After pairing but closing the pairing windows Phone Link open and shows notifications from my phone, but calls and texts never connect. Instead, I get the recurring error:

“We can’t connect to your phone over Bluetooth. We need to repair the Bluetooth connection…”

When I select Begin repair, it just restarts the same failed pairing cycle.

These are the things I have also done to troubleshoot:

The Bluetooth adapter works fine with other devices.

All software (Windows, Phone Link, iOS) is up to date.

The issue has persisted for around three months, across multiple updates.

Has anyone else experienced this specific issue where Phone Link pairs with an iPhone enough to sync notifications, but not calls or messages? Is there a known issue with the TP-Link UB5A adapter or iPhone PAN pairing in the latest Windows builds?

At this point, I’ve tried everything I can think of and I’m really hoping someone from Microsoft or another user who’s fixed it can offer some advice.
