Windows are refreshing and glitching

Above is a video to the issue. I have run DISM, SFC, installed updated drivers (used Microsoft drivers only and then updated from manufacturer). I've done an in-place upgrade, I've reinstalled windows entirely (clean install). I've switched out my mouse and keyboard. I've done everything I can think of to try and find what is causing this and nothing is working.

Any help to in what might be causing this will be greatly appreciated! It's sometimes impossible to do my job while it's doing this.

    Thank you all for your help. I tried all that was suggested but what actually solved it was:

    • I reset my BIOS to optimized defaults
    • I did an in-place upgrade

    I'm guessing that the in-place upgrade is what fixed it. It removed all the custom drivers and installed default Microsoft drivers.

    I have not done anything to my system since this and it's working perfectly.

    When I did the in-place upgrade the first time I did install some drivers using driver booster which is normally really good. Can't get it right 100% of the time.

    Not sure of the issue (link is broken) but the pc manufacturer will be your best resource to debug problems with the hardware.

    also check the hardware manufacturer's site for the latest ROM bios, firmware, chipset and driver support packs.
