You will need to find what is causing cpu usage to go that high, in my experience it’s windows updating in the background while I’m doing something else.
Other users recommend to perform a clean boot with all services disabled and find what’s causing the issue.

Do a clean boot and see if the problem persists, if the problem isn’t there during a clean boot there may be a service or startup program causing the cpu usage, find it and disable it.
