I can't set up PIN on new computer

I cannot set up a PIN on my daughter's computer. I says for me to Retry or Skip. When I skip, it sends me back to the login page, so I cannot access anything on the computer.

I managed to add her account to my Microsoft Family account but it is also not connecting to that computer.

Ultimately, I cannot even log on.

    There are no business policies. There is no Microsoft Entra ID is being used. I have signed out and in many times with no success. I have rebooted no success.

    What access recovery options do I have??

    Here's what you can try: Boot into Safe Mode and trash any messed-up PIN setup files. To do this hold Shift and click Restart on the login screen to get to the Windows Recovery Environment. Then go to Troubleshoot select Advanced Options select Startup Settings select Restart and pick Safe Mode. Once you're in Safe Mode go to C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC and delete everything in the NGC folder. Restart your computer and you should be able to set up a new PIN.
