As for basic troubleshooting, you can try opening your mailbox in Outlook Web Access (https://outlook.office.com).
If you see new mail there, the problem is local to Outlook.
- Open Control Panel > Programs > Programs and Features.
- Select Microsoft Office > Change > choose Quick Repair. If that fails, run Online Repair but it takes longer.
If no new mail there, the issue is on the server side, wait or contact your mail admin.
