I'm unable to register my HP Windows 10 Laptop as a secondary device to my Microsoft account.

I searched for Dave's answer, and nothing appeared. A few years ago, I could register and see the names of my other two HP laptops on my Microsoft account as registered devices. Actually, a week ago, I saw the exact name of this most recent HP laptop on my Microsoft account; however, it's missing again today. Where is Dave's explanation?
