Second, check that your Microsoft account region matches your billing address and the country of your payment card. If there’s a mismatch, you may need to update your region or contact Microsoft Support for assistance.
Third, clear your browser cache or try using an incognito window or a different browser or a different devices. Sometimes cached data can cause this error.
Last, after updating your billing information, refresh the page and retry the purchase.
