This email indicates that someone from Russia tried to access your account. For security reasons, Microsoft has blocked their access and notified you to secure your account.
Go to https://account.live.com/Activity (Recent activity page) and sign in with your Microsoft account.
If you notice unusual activity, please secure your account by changing your Microsoft account password and enabling two-factor authentication.
If you enable two-factor authentication, even if someone knows your password, they won't be able to access your account without the Verification code.
