I downloaded the newest update from about 1-2 days ago. After that my login page was stuttering and when I logged in my mouse was stuck on the blue loading circle. I have tried running a diagnostic, trying to download driver updates on safe boot, and now I have reset my pc while keeping my files however that seems to have got me stuck in another loop as once the reset is done bit locker asks for my code twice more before just locking me in the shift+restart menu and I am unable to launch the sign in page again.

If none of the available options in the Recovery Environment are working for you, including uninstalling the update that caused the problems, then you will need to create a bootable Windows 11 USB on an empty 8GB USB flash drive on another working PC and boot your PC from that, then rather than installing Windows 11, select ‘Repair this Computer’ that will give you access to the Recovery Environment from there

In the Recovery Environment on the USB, try each available option.

    Click this link:  https://www.microsoft.com/software-download/windows11

to download the Media Creation Tool to create the bootable USB.

Then, Boot your PC from the Installation Media you just created.
