Failure to autocomplete "To" field while composing email in Outlook New and OWA

I work for an MSP and have a client who is unable to have their "To" field autocomplete while using outlook new and OWA.

I have already attempted to clear the cache for both the modern app, and the web browser.

Is this a known bug with the latest release of outlook new? What are possible solutions?
