Unable to Regain Access to My Saved Passwords After Reinstalling the App

I’m reaching out because I’m having trouble regaining access to my last backup of logins and saved passwords.

I had to delete the app originally because it was downloaded under an old iCloud account. After removing it, I reinstalled the app and set it up using my Outlook email instead. Within that Outlook-based account, I previously had all my saved passwords and login information, but now none of that data is showing up.

I’m unsure whether the backup is tied to my old iCloud or if there’s a way to restore the information associated with my Outlook account. I really need to recover the saved passwords that were stored before I deleted the app.

Could someone please assist or provide steps on how to restore my previous backup?
