New Outlook : adding attachment by drag and drop not creating ACL for external recipients

Hi all,

I'm facing an issue where adding attachments by drag and drop in the New Outlook (on PC) does not work for external recipients whereas it works on Outlook Web.

I'm using a M365 business premium license

Computer running Win 11 25h2 and latest updates

New Outlook running on version 1.2025.1104.200

Details:
when I drag and drop a file in New Outlook on PC, the file is copied from wherever it is to the "attachments" folder in the root of my onedrive

I can see the file copied, but the ACL are not defined.

And the recipient when opening the link is presented a "request access" window (common windows for any SharePoint/Onedrive you try to access that you don't have access to.)

If I do the exact same process from Outlook Web, the same file is copied in the "Attachment" folder and the ACL are correctly defined, I mean the recipient is in the Share list of the file, with read access.

NB : drag and drop works perfectly for both PC and Web between people in my organisation.

Any help or trick to make this work ?

    1. Attach the file as a copy 
    • After dropping the file, choose Attach as a copy so no OneDrive permissions are needed.

    • Select the attachment link, open Link settings, switch to Recipient of this message, and set Can edit.

    1. Clear New Outlook cache:  
    • Close New Outlook. 
    • Press Windows + R, enter olk.exe --clearLocalState.
    • Restart New Outlook and sign in again.
