Having problems with WICD Customize Windows 10 Start and taskbar with provisioning packages

We have provisioning package files that set the Start menu and task bar. I am trying to create another PPKG file that changes the taskbar without success. The original package has the changes in a layoutmodification.xml file located at under runtime settings, folders, public documents, Layout modification with a path to layoutmodification.xml. Also there is another layoutmodification.xml located under runtime settings, provisioningcommands, devicecontext, commandfiles, Install apps with a path to layoutmodification.xml. I have edited the layout modification file from the xml code below to remove Internet explorer and add File explorer.

  • <LayoutModificationTemplate xmlns:defaultlayout="http://schemas.microsoft.com/Start/2014/FullDefaultLayout" xmlns:start="http://schemas.microsoft.com/Start/2014/StartLayout" xmlns:taskbar="http://schemas.microsoft.com/Start/2014/TaskbarLayout" Version="1" xmlns="http://schemas.microsoft.com/Start/2014/LayoutModification">
    <LayoutOptions StartTileGroupCellWidth="6" />
  • <DefaultLayoutOverride LayoutCustomizationRestrictionType="OnlySpecifiedGroups">
  • <StartLayoutCollection>
  • <defaultlayout:StartLayout GroupCellWidth="6">
  • <start:Group Name="Utilities">
    <start:Tile Size="2x2" Column="0" Row="0" AppUserModelID="Microsoft.ScreenSketch_8wekyb3d8bbwe!App" />
    </start:Group>
    </defaultlayout:StartLayout>
    </StartLayoutCollection>
    </DefaultLayoutOverride>
  • <CustomTaskbarLayoutCollection PinListPlacement="Replace">
  • <defaultlayout:TaskbarLayout>
  • <taskbar:TaskbarPinList>
    <taskbar:UWA AppUserModelID="Microsoft.MicrosoftEdge_8wekyb3d8bbwe!MicrosoftEdge" />
    <taskbar:DesktopApp DesktopApplicationLinkPath="%APPDATA%\Microsoft\Windows\Start Menu\Programs\Accessories\Internet Explorer.lnk" />
    <taskbar:DesktopApp DesktopApplicationLinkPath="%ALLUSERSPROFILE%\Microsoft\Windows\Start Menu\Programs\Firefox.lnk" />
    <taskbar:DesktopApp DesktopApplicationLinkPath="%ALLUSERSPROFILE%\Microsoft\Windows\Start Menu\Programs\Google Chrome.lnk" />
    <taskbar:DesktopApp DesktopApplicationLinkPath="%ALLUSERSPROFILE%\Microsoft\Windows\Start Menu\Programs\Outlook.lnk" />
    <taskbar:DesktopApp DesktopApplicationLinkPath="%ALLUSERSPROFILE%\Microsoft\Windows\Start Menu\Programs\Word.lnk" />
    <taskbar:DesktopApp DesktopApplicationLinkPath="%ALLUSERSPROFILE%\Microsoft\Windows\Start Menu\Programs\Powerpoint.lnk" />
    <taskbar:DesktopApp DesktopApplicationLinkPath="%ALLUSERSPROFILE%\Microsoft\Windows\Start Menu\Programs\Excel.lnk" />
    </taskbar:TaskbarPinList>
    </defaultlayout:TaskbarLayout>
    </CustomTaskbarLayoutCollection>
    </LayoutModificationTemplate>

Below is the new Xml.

<?xml version="1.0" encoding="utf-8"?>
<LayoutModificationTemplate
xmlns="http://schemas.microsoft.com/Start/2014/LayoutModification"
xmlns:defaultlayout="http://schemas.microsoft.com/Start/2014/FullDefaultLayout"
xmlns:start="http://schemas.microsoft.com/Start/2014/StartLayout"
xmlns:taskbar="http://schemas.microsoft.com/Start/2014/TaskbarLayout"
Version="1">
<LayoutOptions StartTileGroupCellWidth="6" />
<DefaultLayoutOverride LayoutCustomizationRestrictionType="OnlySpecifiedGroups">
<StartLayoutCollection>
<defaultlayout:StartLayout GroupCellWidth="6">
<start:Group Name="Utilities">
<start:Tile Size="2x2" Column="0" Row="0" AppUserModelID="Microsoft.ScreenSketch_8wekyb3d8bbwe!App" />
</start:Group>
</defaultlayout:StartLayout>
</StartLayoutCollection>
</DefaultLayoutOverride>
<CustomTaskbarLayoutCollection PinListPlacement="Replace">
<defaultlayout:TaskbarLayout>
<taskbar:TaskbarPinList>
<taskbar:DesktopApp DesktopApplicationLinkPath="%APPDATA%\Microsoft\Windows\Start Menu\Programs\System Tools\File Explorer.lnk" />
<taskbar:UWA AppUserModelID="Microsoft.MicrosoftEdge_8wekyb3d8bbwe!MicrosoftEdge" />
<taskbar:DesktopApp DesktopApplicationLinkPath="%ALLUSERSPROFILE%\Microsoft\Windows\Start Menu\Programs\Firefox.lnk" />
<taskbar:DesktopApp DesktopApplicationLinkPath="%ALLUSERSPROFILE%\Microsoft\Windows\Start Menu\Programs\Google Chrome.lnk" />
<taskbar:DesktopApp DesktopApplicationLinkPath="%ALLUSERSPROFILE%\Microsoft\Windows\Start Menu\Programs\Outlook.lnk" />
<taskbar:DesktopApp DesktopApplicationLinkPath="%ALLUSERSPROFILE%\Microsoft\Windows\Start Menu\Programs\Word.lnk" />
<taskbar:DesktopApp DesktopApplicationLinkPath="%ALLUSERSPROFILE%\Microsoft\Windows\Start Menu\Programs\Powerpoint.lnk" />
<taskbar:DesktopApp DesktopApplicationLinkPath="%ALLUSERSPROFILE%\Microsoft\Windows\Start Menu\Programs\Excel.lnk" />
</taskbar:TaskbarPinList>
</defaultlayout:TaskbarLayout>
</CustomTaskbarLayoutCollection>
</LayoutModificationTemplate>

What happens is the default windows taskbar is displayed but the start menu changes are there. Can anyone help me with this.
