i want my outlook app on my new laptop to sync to the main app on my iphone, It's a new laptop and it's not syncing.

Bought a new computer, set up outlook to sync with my accounts on my phone. I changed a few folders by creating subfolders in my email in outlook and they have stopped syncing altogether. I bow can't receive or send emails from outlook on my laptop. I have tried everything. Microsoft told me it's an apple issue. Apple support told me in a MS office issue. And HP tried their best to help but couldn't help me. It should just be changing a few settings but I am either locked out or the options are greyed out. I have googled as much as I can and have lost about 28 hours trying to fix. I even uninstalled and reinstalled. It anyone able to help?
