The warning indicates the rule is still treated as a client-side rule, even though “On this machine only” isn’t selected. This happens when the rule uses conditions or actions that the Exchange server can’t handle.
Server-side rules run on the Exchange server and work even if Outlook isn’t open. Client-side rules require Outlook to be running because they rely on local resources or unsupported features.
Typical client-only triggers include:
- Moving emails to a local PST file.
- Using categories, scripts, or custom templates.
- Searching for specific words in the message body (sometimes supported but can be complex).
- Forwarding to external addresses (may need admin approval).
Here are suggestion steps you can try to make it server-side:
- Open Rules
- Go to File > Manage Rules & Alerts > E‑mail Rules tab.
- Identify client-only rules
- Look for rules marked as (client-only). Double-click to edit.
- Remove client-only actions/conditions
Replace actions like “play sound” or “display alert” with server-compatible options:
- Redirect to recipient (preserves original sender - ideal for staff notifications).
- Forward to recipient (shows you as sender).
- Move to mailbox folder (not local PST).
- Copy to mailbox folder.
- Add a message flag (avoid UI alerts).
Avoid “run a script,” “start application,” categories, or local PST moves.
- Use mailbox folders only
- If moving mail, target folders in your Exchange/M365 mailbox, not local data files.
- Prefer “Redirect” for notifications
- Redirect keeps the original “From” field so staff see who sent the message.
- Action: “redirect it to people or public group” > select staff or a distribution group.
- If external forwarding is needed, confirm your organization allows it.
- Save & apply
- After removing client-only elements, the (client-only) tag should disappear. The rule will then run on the server, even if Outlook isn’t open.
- Submit support ticket
To ensure a smooth transition from client-side to server-side rules, you can submit a support request through the Microsoft 365 Admin Center (if you have admin rights). A Microsoft support engineer will be able to investigate the issue in detail and assist with troubleshooting.

- Distribution list or shared mailbox: If multiple staff must be notified, target a distribution group (DG) or shared mailbox rather than many individual addresses.
- Use Redirect for clarity: Staff see the original sender; they can reply-all appropriately.
