Unable to "Add profile address" to Xbox account due to incorrect region

I am unable to change my name is the xbox app because it wants to charge me money.

I would be more than happy to pay said money, except that the app chooses the wrong currency, and will not allow me to set a "profile address" that is not in the United Kingdom.

When I click the button for "Add profile address", the window that appears is locked into United Kingdom for Country/Region, and will now allow me to change it at all.

I have tried multiple browsers, clearing the cache, disabling/removing all extensions. I even tried using a completely different computer on another network.

The billing and mailing address on my account are all United States. My regions settings on my Microsoft Account are set to United States, as are the settings on all of the computers I used for testing this.
