Why can't I scoll down rows in Excel

I have a large (40K+rows) database that I am trying to clean up.

After several edits I can no longer scroll down the rows. The view stays on the first page [rows 1-15]. When I move the active cell, via page down or movement arrows, the location indicator [upper left] shows the new active cell location, but the visual stays the same.

What is going on?
