my wallpaper pics wont scroll they are transcoded

Had to reinstall operating system and now my scrolling wallpaper wont play. I can find them in computer. How do I restore the scrolling pics?

    Where on your PC are the image files located, and if you set your background to Slideshow, then navigate to the folder that contains the image file, are you able to select that folder?

    You indicate the files are transcoded, are they named TranscodedWallpaper files in the %AppData%\Microsoft\Windows\Themes folder, if so, do you not have the original image files?
