Why if I am the global administrator can't access to manage my Licenses at Azure Entra ID?

I am the global administrator, but when trying to manage my licenses at Azure Entra ID on my licenses section it's giving me the following:

You don't have access

im facing the exact same issue. and also for some reason, even though i've just created a new azure account with pay as you go, i can't create a new tenant with "microsoft entra ID" tenant type.
