Accessing Hotmail account still not possible despite complete account recovery process completed

I have moved from New Zealand to Dubai.

I have been locked out of my hotmail.

I have completed the account recovery TWICE, entering a lot of information.

Each time my account passwrod reset is APPROVED but then when entering the new password into the boxes i get this message

"There's a temporary problem with the service. Please try again. If you continue to get this message, try again later"

It never lets me try again later.

I am not using a VPN on the device.

I just want a human to look into this, it's so annoying.
