RDCMan stops working after installing the October 2025 CU (KB5066139) on Windows Server 2022

Just noticed that RDCMan 3.1 no longer wants to start after installing the October 2025 CU (KB5066139) on Windows Server 2022. It complains about an incompatible version of mstscax.dll. Upgrading to RDCMan 3.11 (from November 11) and rebooting the server did not solve the issue. Any clues here?
