Microsoft is blocking SAM.gov from sending messages with OTP codes. This is NOT a user problem, as you can find out quickly if you do an AI search on this issue. It happened before earlier this year when Microsoft implemented security changes to Outlook that caused the blockage. It was only fixed after Microsoft made changes to their code to allow the OTP messages from SAM.gov to go through.

    If you're currently locked out and can't receive OTP code, please kindly try this workaround for SAM.gov users:

    1. Create a New SAM.gov login account

    • Go to SAM.gov but don't log in normally
    • Click "Create an Account"
    • Use an alternate email address that is not currently part of your existing entity profile (preferably non-Outlook/Hotmail)
    • Complete the verification process with your alternate email

    2. Link to your existing entity

    • During profile setup, link this new account to your existing entity using your UEI/CAGE code
    • Request the appropriate role (e.g., Entity Registration Data Entry)
    • This sends an approval request to your entity workspace
    • Log out

    3. Approve the role request

    • Sign back into your regular SAM.gov account
    • Find the pending Role Request notification
    • Approve the new account's role request then log out

    4. Complete registration

    • Sign back in with your new alternate sam.gov account
    • You can now complete registrations and receive OTP codes
