Hi Ben, thanks for reaching out. Are you using Word, Excel, or another app on your iPad?
To disable Focused Edit, tap “Done” or the back arrow at the top of the screen to exit the mode. Once you leave Focused Edit, the regular menu with options to edit, copy, and paste will return. Microsoft has step-by-step guidance for each Office app on iPad at support.microsoft.com.
