How to unlock a personal account when 2SF is unavailable?

I changed my mobile device but kept my number in the last 2 weeks. My password was saved incorrectly on my apple account but usually I would sign in with facial recognition on my phone. I requested a code, which I received and entered. Then, I requested a second code and it said the service was unavailable or on other times it has said that I have requested too many codes. My 2 factor authorisation sends the code to the same phone. I have waited multiple days in between reset attempts hoping it will unlock and allow me to access with the codes but it isn’t happening. How else can I unlock this personal account as I urgently need to access this email as there are tickets in it for Christmas events. I cannot submit the recovery form as 2 factor is turned on. How can I unlock this account in any other way? (It is obviously not this email address that I am posting with)

    The next step to resolve this issue is to use the Microsoft Account Recovery process. Since both of your verification methods point to the same phone number and the Authenticator app is no longer accessible the recovery form is the only way forward. This form is specifically designed for situations where two-factor authentication cannot be completed.

    To begin visit the Microsoft Account Recovery page and enter the email address of the locked account. Provide an alternate email address where Microsoft can contact you then complete the identity verification questions as accurately as possible.
