Change Product Key and Activate By Phone - Windows 11 Enterprise LTSC Evaluation Edition

I am required to create media for Windows 11 Enterprise LTSC. This media will be provided to the customer, along with purchased Product Keys. The customer will install the media, change the Product Key to one of the purchased keys, then activate Windows by phone using the 35 digit Installation ID. The customer is provided step-by-step documentation including a sheet with the purchased product keys.

The problem I am having is, I cannot change the Product Key. Also, the Product Key cannot be changed with slmgr /ipk <Product Key>.

I have downloaded a fresh Windows 11 Enterprise LTSC image from the Microsoft Evaluation site. No Go.

I called Microsoft, and apparently the Product Keys provided from the vendor is valid for Windows 11 Enterprise, but she did not state LTSC, but I think that has more to do with future updates. I did download ShowKeyPlus, however. The purchased Product Key is not recognized. I used the product key in ShowKeyPlus, and it did recognize it.

I have now tried so many things, I am running in circles.

    Hello.

    This is the standard procedure when online activation fails or when moving a license to new hardware.

    Step 1: Install the New Product Key

    1. Go to Settings > Update & Security > Activation (Windows 10) or Settings > System > Activation (Windows 11).
    2. Click Change Product Key.
    3. Enter your 25-character product key and click Next.

    Step 2: Force Phone Activation

    1. Press the Windows Key + R on your keyboard to open the Run dialog.
    2. Type slui 4 and press Enter.
    3. Select your Country/Region from the list and click Next.
    4. Call the Toll-Free number provided on the screen.
    5. Follow the automated voice prompts to enter the Installation ID displayed on your monitor.
    6. The system will provide you with a Confirmation ID. Enter this into the empty boxes on your screen to complete the process.
