Open Xbox app on Windows > Go to your library - the game should be there.
Unfortunately, a Microsoft/Xbox code won't work for Steam. The two versions are different.
You would need to purchase or redeem a separate Steam key for the game.

Dear John Watt,
Thank you for your question and for sharing the details into Microsoft Q&A Forum.
I understand how confusing it can be when a redeemed game doesn’t appear where you expect it, so let me clarify this for you.
When you redeem a game code on your Microsoft account, the game is linked to your Microsoft ecosystem. This means you’ll find it in the Microsoft Store or Xbox app on your PC or console, depending on the platform the game supports.
Steam and Microsoft operate as separate platforms, so redeemed Microsoft codes won’t sync or appear in your Steam library. If you’d like to play the game, please launch it through the Microsoft Store or Xbox app using the same account where you redeemed the code.
We truly appreciate you choosing Microsoft, and we hope you enjoy your gaming experience. Thank you again for being a valued Microsoft customer, and happy gaming!
