To recover access to a deceased person's Hotmail account, you will need to follow specific steps as outlined by Microsoft. Here are the general guidelines:

    1. Gather Documentation: Since you mentioned having your dad's will, death certificate, and other relevant documents, ensure you have these ready. This documentation may be required to prove your relationship and the right to access the account.
    2. Visit the Microsoft Account Recovery Page: Go to the Microsoft account recovery page. You will need to enter the email address of the account you wish to recover.
    3. Follow the Recovery Process: Microsoft will guide you through a series of steps to verify your identity. This may include answering security questions or receiving a verification code via a phone number or email associated with the account.
    4. Contact Microsoft Support: If you are unable to recover the account through the standard process, you may need to contact Microsoft Support directly. Explain the situation, provide the necessary documentation, and ask for assistance in recovering the account.
    5. Consider Legal Options: If all else fails, you may need to consult with a legal professional regarding the estate and access to digital accounts, as they may have additional resources or methods to assist you.

Keep in mind that account recovery can be challenging, especially after a long period, but providing all necessary documentation will help your case.

Sadly, if that account has not been accessed for 2 years or more, the account is closed automatically by the system, and the account is no longer recoverable.

Also, to access someone's account after they have passed, it is basically a legal process that must be entered into, Microsoft provides that information on this link:
