Identify Validation stuck "in progress" for a full month now and we're paying for it

I created this Identify Validation in Azure and it's been "In progress" for a month now. I'm now being billed for it without being able to use it. I can't see any problems, nobody has contacted me, no messages or requirements have been sent. What exactly are we being billed for?
