Hi. I'm David, and I'm happy to help you.

    Please clarify the following:

What is the version and "OS Build" of your Windows 11?

(It's okay if you can't do this because of the problem.)

    • Press "Windows + R", type winver, and click OK.

If you prefer, share a screenshot. Use the shortcut "Windows + Shift + S" to use the screenshot tool.

Be sure to censor your email address if it appears. The Microsoft Q&A is public.

    Also, please perform this test:

See if the same behaviors occur if you start Windows in Safe Mode.

    https://support.microsoft.com/en-us/windows/windows-startup-settings-1af6ec8c-4d4a-4b23-adb7-e76eef0b847f

At the "Startup settings" step, press 4 or F4 to start Windows in Safe Mode.

You don't have to run Windows in Safe Mode forever. This is just a test to help isolate the source of the problem.

    I await your reply.

It sounds like your PC is experiencing significant performance issues, which could be caused by a variety of factors. Here are some troubleshooting steps you can try:

    1. Check for Malware: Sometimes, malware can cause unusual behavior, including refreshing and lagging. Run a full system scan using Windows Defender or another trusted antivirus program.
    2. Update Drivers: Ensure that all your device drivers are up to date, especially the graphics and chipset drivers. You can do this through Device Manager.
    3. Check for Windows Updates: Make sure your Windows operating system is fully updated. Sometimes, updates can fix bugs that cause performance issues.
    4. Perform a Clean Boot: This can help identify if background programs are causing the issue. You can perform a clean boot by disabling all startup items and non-Microsoft services.
    5. Check System Resources: Open Task Manager (if possible) to see if any processes are using an excessive amount of CPU or memory. This can help identify if a specific application is causing the problem.
    6. Reset Your PC: If the above steps do not resolve the issue, you may consider resetting your PC. You can do this by going to Settings > Update & Security > Recovery and selecting Reset this PC. Choose whether to keep your files or remove everything based on your preference.

If these steps do not resolve your issue, it may be beneficial to consult with a professional technician for further diagnosis.

If you haven't done so already, restart your computer.

If that doesn't help, start up in Safe Mode? If it's okay is Safe Mode, there may be a problematic start up app or service. Review what's installed and remove software you no longer use. Also review your extensions in your browser and disable or remove anything that's not needed.

If none of that helps, do a repair install (it will keep your apps and data).
