Azure - Creating VM with custom image deployment is stuck

Hello,
I created a custom image(pfsense vhd file) and succesfully uploaded it to azure blob. And now I'm trying to create a VM with that custom image. However the deployment gets stuck.

You need to follow certain procedures when creating this form of images. The below link depicts the detailed 4 posts approach for creating pfsense in Azure. Have you followed those steps ? Just trying to isolate the issue here. Because the custom image and that too NVAs can have some issues if the VHDs were not created properly.
