If you are unable to send or receive emails in Outlook, there are several potential causes and troubleshooting steps you can follow to resolve the issue:

    1. Check Your Internet Connection: Ensure that your device is connected to the internet. A poor or unstable connection can prevent emails from being sent or received.
    2. Metered Connection Warning: If you are on a metered connection, Outlook may restrict access to online content. You can check for any warning messages by selecting File in Outlook. If you see a Metered Connection Warning, consider switching to a non-metered network.
    3. Check Email Settings: Verify your email account settings in Outlook. Ensure that your incoming (IMAP/POP) and outgoing (SMTP) server settings are correct. You can find these settings from your email provider.
    4. Inspect Spam or Junk Folders: Important emails may sometimes be filtered into your spam or junk folders. Make sure to check these folders for any missing emails.
    5. Repair Outlook: If the problem persists, you can try repairing the Outlook application. To do this, go to Control Panel > Programs and Features, select Microsoft Office, and choose the Repair option. This can help fix any issues with the application itself.
    6. Stop Third-party Applications: Third-party applications that access the MAPISVC.inf file can interfere with Outlook. Use Process Monitor to identify any processes that might be causing issues. If you find any, consider stopping those processes.
    7. Check Subscription and Notifications: If you are expecting notifications from services like Azure DevOps, ensure that your subscription is active and that you have not opted out of receiving notifications. Check your notification settings to ensure they are configured correctly.
    8. Mailbox Optimization: If you see a message indicating that your mailbox is being optimized, it may take some time before you can send or receive emails. Wait for the optimization process to complete.
    9. Permissions Issues: Sometimes, permission issues in the registry can cause problems. If you suspect this might be the case, you may need to adjust permissions in the registry, but be cautious when making changes to the registry as it can affect system stability.

If you have tried these steps and are still experiencing issues, it may be necessary to contact your email provider or IT support for further assistance. They can help diagnose and resolve more complex issues that might be affecting your email functionality.
