Thanks so much for reaching out. I completely understand why this behavior feels confusing, especially when Outlook on Windows or OWA gives you a clear choice before sending meeting updates.
Before going further, just to confirm: is this the option you are referring to? 

Based on my research and after performing additional testing, the New Outlook for Mac does not currently include this option. Unlike Outlook for Windows (Classic) or Outlook Web App, the Mac version does not ask whether you want to send updates only to added or removed attendees.
Whenever you add someone to an existing meeting, Outlook for Mac will always send a meeting update to all attendees, both existing and newly added.
- This is not a “resend invitation.”
- It is simply a calendar update, ensuring all participants’ calendars stay consistent.
If you’re concerned that already‑accepted users will receive a completely new invitation again, you can be reassured: Outlook for Mac does not resend the original invitation. It only sends a standard update to synchronize the meeting details.
Do you need to switch to OWA or Windows? Not necessarily.
If the only reason is to avoid resending meeting invitations, then switching isn’t required. You can continue using whichever Outlook client best fits your workflow.
