The specific functionality to unlock the taskbar and drag its edge to increase height, allowing for multiple rows of open applications, was removed in Windows 11. The operating system's shell design currently locks the taskbar to a single row at the bottom of the screen, and there are no native settings or stable registry modifications supported by Microsoft to restore the vertical resizing capability found in Windows 10.
To address your requirement of seeing all tabs with their labels, you can disable button grouping, provided your system is updated to Windows 11 version 23H2 or later. Navigate to Settings > Personalization > Taskbar, expand the Taskbar behaviors section, and set the option Combine taskbar buttons and hide labels to Never. This will display the full labels for your open windows rather than just icons. However, please note that because the taskbar is restricted to a single row, once the horizontal space is filled, the system will inevitably group the remaining windows into the overflow menu (the three dots) you are experiencing.
