Can't Add Goodnotes to Enterprise Apps in Entra

Hello All,
I have a user that needs to integrate Goodnotes on iPad with OneDrive. To do this I need to give permissions to the app. But I can't add the app to the Enterprise Apps in Entra. When I go to New App and then search an select Goodnotes the Create button is grayed out. Any suggestions would be greatly appreciated.
